The discussion will be grounded in new policy analysis presented by authors Detective (ret.) Christopher Carita, MPH (Senior Training Specialist, 97Percent), Tara Rose, MS, with additional insights from Detective (ret.) Ian Stubblefield and Sergeant Jay Ball, and moderated by 97Percent’s Board Member Dr. Pierre Atlas. Drawing on a comparative analysis of Connecticut, California, Florida, and Massachusetts, the analysis moves beyond treating ERPOs as a uniform policy tool.
Instead, it offers a practical implementation framework that demonstrates how legal structures, available resources, and local conditions shape effective ERPO use on the ground. Importantly, this analysis serves as a roadmap for action, helping jurisdictions assess their own institutional and community contexts to identify tailored strategies that maximize effectiveness.
